Hi Walt,
That was interesting and I tried "googling" it and came up with limited info like you did. I have computer access to a college library so I will see if I can find something there. It sounds like an angioplasty (like they do on veins), where they fill up the balloon, stretch out your ligament, then empty the balloon and pull it out leaving xtra room. I don't know how long that would last for though.
Anyway let us know if you find out anymore about it and I'll do the same...
